Ralph de Costa Nunez erved in the Edward Koch mayoral administration. He held the late mayor in high esteem. During his tenure with the Koch Administration, his view towards education and poverty changed dramatically. While he stills believes that it is the government’s responsibility to provide good schools and economic opportunity and mobility, he realizes that there are limitations. While it would be nice if we could banish illiteracy or poverty with the stroke of a pen, the reality is that much more needs to be done. And the government alone cannot get it done.
