FBI Botches Every FISA App: Watchdog Finds Many Blunders in Surveillance Paperwork

Now, the Justice Department watchdog, Michael Horowitz, finds 29 randomly selected FISA applications replete with many blunders. Are FBI agents incompetent to fill out the paperwork?
